Don Schellhardt’s newest column is about a grassroots lobbying effort taking place over the next couple of months while Congress takes a summer break: call your Senators and Representatives and bug them at home about media reform.
The goal is twofold: build momentum for rollback of the FCC’s June media ownership rule changes and convince Congress to restore the FCC’s LPFM service to its original parameters.
Since the political conditions are ripe for success on both fronts, the timing for such a campaign couldn’t be better.

You Shall Not Bear False Witness
During a recent regional convention of members of the National Religious Broadcasters there was a session called “LPFM Boot Camp” for people with new LPFM stations or license applications in-progress. From all reports the panel was expertly organized and moderated, with plenty of helpful technical and legal advice given to all.
But problems lurked in the room. It seemed that several “Boot Camp” attendees – some affiliated with already-notorious translator networks – openly admitted that they had lied on their LPFM license applications.
There’s hundreds of cases where multiple groups have applied for the same LPFM frequency in a community, and the FCC has a procedure to pick the licensee from competing applicants. In simple terms, it’s a system of points: if you pledge to meet specific criteria in the operation of your LPFM station, you award yourself points on your application. RFPI Being Evicted; How Many Ears Can Hear LPFM?
Staff at Radio for Peace International are now speaking out about the lockdown and presence of armed guards at the shortwave station. A news release from a group of station manager/directors says RFPI is being evicted from its building on the campus of the University for Peace, a United Nations-chartered institution.
The station has two weeks to vacate the premises; some staff have remained at the station since the initial confrontation on Monday, but it sounds like that might not be by choice.

Heads Roll @ Ibiquity; LPFM Forced Off the Air; Berkeley Liberation Radio Alive and Well
Some news that didn’t make the headlines this week: Ibiquity Digital Radio has fired three executives over the ongoing flap involving the inferior sound quality of the IBOC “HD Radio” technology.
Of the three, the departure of E. Glynn Walden is the most notable: he’s been the company’s main contact for the broadcast industry, having worked on the IBOC system since 1989. Walden was also responsible for all testing of the new technology. Ibiquity says the departures are due to “cost reasons,” but methinks the company is shaking up its management after the current team gave birth to a digital dog. Long-Overdue LPFM Interference Report Complete: No Third-Adjacent Channel Protections Necessary
When Congress gutted the low power FM service enacted by the FCC in 2000, it reduced the number of available LPFM frequencies around the country by more than two-thirds by implementing “third-adjacent channel spacing protections.” This forced LPFM stations to find a clear frequency with at least three channels separating it from existing local stations, which in urban areas is all but impossible. This single fact alone cut the number of potential LPFM stations from thousands to a few hundred at best, with most of those located in rural or suburban areas.
The passage of the “Radio Broadcasting Preservation Act,” however, did contain one caveat: the FCC was mandated to conduct an interference study to make sure the third-adjacent channel protections were necessary. The study was to be completed by February 21, 2001. It was actually finished in March, 2003, by the MITRE Corporation, who subcontracted the field testing of temporary LPFM stations in seven communities around the country. Shenanigans Afoot with LPFM: Beware of Calvary Chapel
Even though the FCC seems to have all but washed its hands of any further rollout of the LPFM service, there are those who are still trying to steal what crumbs we’ve got to work with. The antagonist of the moment is Calvary Chapel of Twin Falls.
Calvary Chapel petitioned the FCC in June to expand the use of “satellator” stations – translator stations fed by satellite as opposed to rebroadcasting another radio station directly – in the non-reserved band of the FM dial (everything above 91.9). As the rules currently stand, only translators located on noncommercial frequencies (88.1-91.9) can be fed by satellite; commercial translators must take their feeds from a parent full-power FM station. FCC Washes Hands of LPFM?
The FCC removed its online LPFM Channel Finder program from the agency’s website on Monday, December 9. The Channel Finder was a tool prospective LPFM applicants could use to find out whether there were any open frequencies for LPFM stations in their area.
According to the FCC’s announcement:
“Rather than generate studies now that may not result in an acceptable application during the next application filing window (no application filing windows are expected in the near future), we have suspended use of the LPFM Channel Finder for an indefinite period.” Continue reading “FCC Washes Hands of LPFM?”
Could Wi-Fi go Hi-Fi?, Prometheus to Assemble "Dictionary of Noise"
With low power FM mostly confined to the hinterlands, activists interested in expanding access to the airwaves are looking at other areas of the electromagnetic spectrum to squat. Kyle Drake has been reading some interesting stuff about the use of wireless networks operating at low powers with large coverage areas in the frequencies above one gigahertz (1 GHz).
In order to spur discussions on the idea of creating a new “citizen’s broadcast band (CBB),” Kyle’s set up a simple web forum. So far, a few are kicking the tires on the concept in a positive light, approaching the proposal from multiple perspectives. Not all think heading into such high-frequency territory is the solution – but it’s the thought that counts. Contribute yours! Screwed LPFM Applicants to get Second Chance
This week, the FCC announced a remedial window for LPFM applicants who applied for a license before Congress gutted the plan and disqualified many who’d already applied. These applicants were shafted when the channels that they applied for, which were initially considered open by the FCC’s initial LPFM rule, were suddenly declared off-limits by Congressional fiat. For more than a year now, these applicants have been in a sort of limbo, unable to amend their applications to account for the lower number of open frequencies.
A five-day window for those applicants will open in late October – but many have been permanently disqualified from an LPFM license thanks to the NAB/NPR shenanigans in Congress. Some of those who had applied have gone on the air anyway, and don’t have much interest in trying to re-engage the FCC in the licensing process. Even so, it’s a nice gesture on the FCC’s part. LPFM Test Details, Radio Listening Hits 27-Year Low
More info is now available about the testing of third-adjacent channels (.6 MHz from other stations) for the new LPFM service. Comsearch, an engineering consulting firm based in Virginia (who lists its fields of expertise as “Microwave,” “Satellite,” “PCS,” and “Broadband”), has received the deal and was awarded six experimental LPFM licenses on August 30.
Comsearch’s 100-watt stations will operate in Winters,CA; Owatonna,MN; Brunswick,ME; Benicia,CA; Avon,CT; and East Bethel,MN.
